SWANSBORO UMC EMERGENCY PLAN

The GUIDELINES presented below are the result of months of planning, discussion, rewrites and consultations with church leaders. It is meant primarily as a tool to get in touch with our church families in case of an emergency such as a hurricane, tornado, etc. At the present time, we are employing the use of our Phone Tree System as a means of communicating any emergency type messages to our church families.

SUMC EMERGENCY PLAN

Committee: Pastor Rachel Moser, Mel Guss, and Tim Whaley.

Purpose: To establish procedures for emergency assistance to members of our church family during occurrences of disastrous community events.

RESPONSE PROCEDURE

GENERAL
. The scope of this plan is local in area covering primarily Swansboro UMC family members in Carteret & Onslow counties.

Emergency is defined for the purpose of this effort as property damage resulting from hurricanes, tornadoes or other conditions such as Toxic Spills, Terrorist Attack, or Long Term Brownouts that may affect the well being of our church family.

     

SPECIFIC. When it is determined that such an event has occurred, in order to identify church members who may need assistance, the following steps should be followed.

  1. A decision to implement these procedures will be made by a designated church official known as the Emergency Plan Control Person, EPCP (at this time Tim Whaley, alternate EPCP is Mel Guss) after consultation with the Senior Pastor or in his/her absence, the Associate Pastor.
  2. The EPCP will make an announcement on the CHURCH AUTOMATED PHONE TREE SYSTEM to all families in the church (unless they have opted out of the Phone Tree System).  Members will be advised that the Church Emergency Plan is in effect.

HURRICANE WARNING 

Members should pay attention to local town and county officials regarding evacuation ahead of the storm and decide whether or not they intend to evacuate. After the storm has passed, if you have an "emergency situation" or are in distress, you should call the Church, extension # 701 and leave a short message. Someone will contact you as soon as possible. For MEDICAL emergencies, call 911.

AFTER THE EMERGENCY EVENT
(Hurricane, tornado, toxic spills, terrorist attacks, etc.)

  1. After a hurricane (category 2 or higher or other disaster where there is significant damage) our Church Emergency Plan Control Person (EPCP) will begin contacting our team of 6 Emergency Plan Coordinators (listed below) or their alternates to inform them of an event. Each EPC will be given the name of the church member who called in (above) and left a message that they need assistance.

  2. Their duty will be to contact the church member affected to determine the exact nature of the emergency, and relay this info back to the Emergency Plan Control Person. These persons (EPC) will already have agreed to assume this responsibility and an alternate person is ready to serve should the primary person be gone or unavailable. If neither is available, then the EPCP will assume this responsibility.

  3. After being notified of a need, the EPCP will communicate this need to one of the designated work team leaders. Emergency needs should be listed by priority with the disabled, senior citizens, and mothers with children being the highest priority. At this time, our designated team leaders are Tom Scholl and Roger Fulp.

  4. The team leader will notify his team members and organize their efforts to mobilize as soon as is practical to help the church family member. The team leader should take a church WAIVER OF LIABILITY FORM to be signed by the homeowner.

  5. After assignments are made, the EPCP will communicate back to the Senior Pastor or Associate Pastor to report the status of damage and the number of families affected.

  6. Work team leaders should communicate on a regular basis back to the EPCP as to progress or need for additional help or supplies. If additional help is needed, the EPCP will coordinate with the president of the UMM or UMW for additional help.

  7. The EPCP in coordination with the work team leader and the home owner will determine when the effort is complete or at a stopping point.

  8. Emergency services would include clearing driveways, putting tarp over broken windows or on roofs to make the home safe. Trees on roofs should be referred to a professional and your insurance agent for evaluation. Pictures should be taken.

  9. This is an EMERGENCY RESPONSE effort. Anyone who can take care of their own problems without church assistance, either by themselves or through hiring a professional, should do so.

  10. If available, a Stephen Minister will accompany each work team to the affected family to minister to the family.
